1. Introduction

  • One lazy Sunday afternoon Mala and her friends Shankar, Jehangir, and Rehana were playing cricket in the street. And break the street light.

  • The Municipal Corporation takes care of street lights, garbage collection, water supply, and keeping the streets and the market clean.
  • The Municipal Corporation is also responsible for ensuring that diseases do not break out in the city.
  • The Municipal Corporation also runs schools, hospitals and dispensaries and makes gardens and maintains them.
  • In a big city, it is called a Municipal Corporation and In smaller towns, it is called a Municipal Council.

2. The Ward Councilor and Administrative Staff

  • The decisions like where a park or a new hospital should go are usually made by the Ward Councillors.
  • The city is divided into different wards and ward councillors get elected.
  • The complicated decisions that affect the entire city are taken by groups of councillors who form committees to decide and debate issues.
  • When the problems are within a ward then the people who live in the ward can contact their councillors.
  • While the Councillor’s Committees and the councillors decide on issues, the Commissioner and the administrative staff implement these.
  • The administrative staff are appointed whereas the Councillors are elected.
  • The budget for the maintenance of the ward is decided when the Councillors meet and formulate plans while considering the needs of the people of the ward.
  • Various departments handle the different needs of the ward. For instance, there is a water department, a department to maintain gardens, a garbage collection department, and a department for cleanliness and maintenance of the roads.

3. A Community Protest

  • If there is any issue related to the health and well-being of the people living in the society, then the community of the ward can protest or submit a petition by addressing all the issues to the ward councillor. The ward councillor then takes care of it.
  • After the issues of the ward have reached the attention of the ward councillor, it is then taken care of by both the ward engineer and the ward councillor.
  • In the next step, a petition is forwarded to the office of the Municipal Corporation. 
  • Then the particular ward community, with the help of their ward councillors, begin protests against the Municipal Corporation.
  • Lastly, the Municipal Corporation solves the issues with the right measures and strategic planning.
